Los reasentamientos poblacionales involuntarios pueden ser consecuencia de la construcción de proyectos de infraestructura, ocurrencias de fenómenos naturales o los conflictos armados, todos y cada uno de estos efectos son actuales y van en aumento. Para la búsqueda de Estrategias Sostenibles para la mejora de un Proceso de Reasentamiento Poblacional, primero se debe de analizar y profundizar en un reasentamiento como base, en el caso de la presente investigación, se analiza el proceso de reasentamiento de los pobladores ubicados en la costa de la ciudad de Posadas en el margen argentino del río Paraná, producido a raíz de la construcción y funcionamiento de la represa hidroeléctrica Yacyretá-Apipé, hacia el barrio A – 4, como barrio reasentado. Para lo cual se construyen y aplican 19 indicadores sostenibles en el barrio A – 4, con lo que se deduce que la creación de este barrio reasentado fue parcialmente sostenible, por una parte, se encontraron 13 indicadores con adecuada sostenibilidad urbana y ambiental y por otra parte 6 indicadores que no cumplían el mínimo valor de referencia para la sostenibilidad urbana y ambiental. Para conocer el proceso de reasentamiento llevado a cabo por la Entidad Binacional Yacyretá entre los años 1998 a 2004 hacia barrio A – 4, se realizan entrevistas a los pobladores que estuvieron presentes durante ese tiempo y que aún viven en el barrio A – 4 con lo que se obtuvo que, luego de más de 20 años de la ejecución del inicio del proceso de reasentamiento que llevó a la formación del Barrio A – 4, este reasentamiento ha mejorado perceptiblemente desde sus inicios, sin embargo, dejó de lado aspectos importantes como lo son la clara y homogénea comunicación entre los actores involucrados, la participación activa de los reasentados en la planeación y diseño de este proceso de reasentamiento, y, la asistencia en la mejora de las condiciones de vida de la población reasentada. Involuntary population resettlements can be a consequence of construction of infrastructure projects, natural phenomena occurrences or armed conflicts, al lof them and each one of these effects are current and increasing. For searching Sustainable Strategies for the improvement of a Population Resettlement Process, first it is necessary to analyze and deepen in a resettlement as a base, in case of the present investigation, the resettlement process of the settlers located in the coast from the city of Posadas on the Argentine side of the Paraná River is analyzed, this resettlement was produced as a result of construction and operation of the Yacyretá- Apipé hydroelectric dam, towards neighborhood A – 4, as a resettled neighborhood. For this investigation 19 sustainable indicators are constructed and applied in neighborhood A – 4, it is deduced that the creation of this resettled neighborhood was partially sustainable, on one hand, 13 indicators with adequate urban and environmental sustainability were found and on other part 6 indicators that didn’t comply minimum reference value for urban and environmental sustainability.
