Description An account of the resource En la historia de la educación universitaria en la Argentina existen un gran número de personalidades poco conocidas pero muy importantes para comprender la génesis y la evolución de la universidad en nuestro país. El ingeniero Luis Silveyra Olazábal (1849-1902), decano de la Facultad de Ciencias Físico-Matemáticas (UBA) y socio fundador de la Sociedad Científica Argentina (SCA), fue una de esas personalidades. Sus dos campos de actuación no funcionaron como compartimentos independientes, sino que su mutua interrelación será uno de los temas de estudio en el presente trabajo. Los ideales de la SCA influyeron poderosamente sobre el pensamiento y la acción de Silveyra, como se advierte en su tesis de grado, titulada: Mejoras de las vías públicas de la ciudad de Buenos Aires. En ella estudió los diversos tipos de pavimentación aplicables en la ciudad, junto a la forma de implementarlos en la práctica. El problema destacaba por su doble valor urbanístico y sanitario, pues los charcos que se formaban en las calles eran focos en los que se desarrollaba el mosquito transmisor de la fiebre amarilla. La tesis de Silveyra se enmarcaba dentro de los postulados del higienismo, que era la ideología imperante en el pensamiento de la SCA tanto en materia médica como en todo lo relativo al diseño urbano en general. Se puede encontrar una preocupación similar en las signaturas dictadas por Silveyra en la Facultad de Ciencias Físico-Matemáticas: Caminos Carreteros, Hidráulica y Construcciones Civiles, así como en los proyectos presentados durante su actuación en el Consejo Deliberante de la Ciudad de Buenos Aires, relativos a la incineración domiciliaria obligatoria de los residuos combustibles y el abastecimiento de agua para el barrio de Belgrano. Por otra parte, hacia 1898, el ingeniero Ángel Gallardo convocó a un grupo de personalidades de la actividad académica con el objetivo de discutir una serie de cuestiones vitales para la universidad, tales como la autonomía y la gratuidad entre otras. Uno de los convocados fue Silveyra y así podemos conocer su pensamiento acerca de estas problemáticas. El debate fue publicado ese mismo año en los Anales de la SCA, con el sugestivo título de “La Reforma Universitaria”. En el presente trabajo estudiaremos el pensamiento de Luis Silveyra desde dos vertientes: 1.- La forma en que el ideario de la SCA influyó, a través de la obra de Silveyra, en la Universidad de Buenos Aires de fines del siglo XIX. 2.- Sus coincidencias y diferencias con la ideología del movimiento que, en 1918, generaría la Reforma Universitaria. Description An account of the resource La extensión universitaria es un proceso comunicacional que comprende un conjunto heterogéneo de acciones: la divulgación científica y cultural, la promoción social y comunitaria, la capacitación de los propios actores universitarios y los servicios a terceros, entre otros. Según la clasificación propuesta por el ingeniero Gustavo Menéndez, de la Universidad Nacional del Litoral, existen tres categorías básicas dentro de la extensión universitaria, correspondientes a su vez a tres modelos distintos de universidad: a) la derivada de la universidad reformista, que comprende dos sub-categorías: la extensión dirigida a la difusión cultural y la orientada hacia la transformación social; b) el modelo de los Land Grant Colleges de los Estados Unidos, centrado en las pymes y el desarrollo económico y c) el modelo de universidad elitista, dirigido hacia la formación de líderes y cuadros políticos. En la Universidad de Buenos Aires (UBA) el Departamento de Extensión, actualmente Secretaría de Extensión Universitaria y Bienestar Estudiantil, fue creado en 1956. Sus primeras acciones fueron proyectos sobre mejoras en las condiciones de vida de poblaciones marginales y acceso a viviendas dignas para los sectores menos favorecidos económicamente. Un hito importante en la historia de la extensión en la UBA lo constituyen los proyectos UBANEX, creados para fortalecer las tareas de extensión llevadas a cabo en las distintas unidades académicas a los efectos de promover, estimular y fortalecer la vinculación de la universidad con la sociedad. Actualmente han culminado los proyectos correspondientes al décimo llamado de este programa, y han comenzado los correspondientes al undécimo llamado. El objetivo del presente trabajo es enmarcar los proyectos UBANEX llevados a cabo en la Facultad de Ingeniería de la Universidad de Buenos Aires (FIUBA) dentro de las categorías correspondientes, a partir de la clasificación previamente descripta. Se busca detectar las tendencias básicas seguidas por estos proyectos de extensión universitaria en FIUBA, a fin de definir las características esenciales adquiridas por la extensión en la Facultad de Ingeniería. En particular, se presenta a la extensión universitaria como una alternativa viable para la difusión de la ciencia y la tecnología en distintos estamentos de la población.
