Este trabajo presenta un estudio sobre la vulnerabilidad sísmica de edificaciones en el Área Metropolitana de Buenos Aires (AMBA), región clasificada dentro de la Zona 0 de la zonificación sísmica del Reglamento INPRES-CIRSOC 103, correspondiente a la categoría de menor peligrosidad sísmica del país. No obstante, la ausencia generalizada de criterios sismorresistentes en el diseño de las edificaciones y el notable incremento de estructuras auto-construidas en las últimas décadas motiva el estudio de su posible vulnerabilidad estructural ante eventos sísmicos poco frecuentes. En este trabajo se desarrolla un conjunto de curvas de fragilidad para caracterizar la vulnerabilidad sísmica de una tipología de vivienda informal representativa del AMBA, conformada por pórticos de hormigón armado con muros de mampostería de ladrillo hueco, ampliamente difundida en barrios populares de la región. Para ello se elaboraron modelos estructurales dinámicos que representan distintos niveles de calidad constructiva y se aplicó la metodología de análisis dinámico incremental (IDA) mediante registros sísmicos escalados. A partir de los análisis realizados se estimó la probabilidad de alcanzar distintos estados de daño estructural en función de la intensidad sísmica. Los resultados evidencian que, aun en un contexto de baja amenaza sísmica, las estructuras informales presentan niveles significativos de vulnerabilidad, y que mejoras parciales en las condiciones constructivas no necesariamente se traducen en una reducción proporcional del riesgo. En este sentido, el trabajo pone de manifiesto la necesidad de evaluar de manera específica estas tipologías y aporta herramientas para la cuantificación de su desempeño sísmico y la formulación de estrategias de mitigación. El estudio introduce un nuevo enfoque para evaluar la vulnerabilidad a licuación por flujo de presas de relaves utilizando simulación numérica. Las presas de relaves almacenan residuos mineros: la roca es triturada y sometida a procesos de extracción de minerales y el residuo, una mezcla de agua y harina de roca, es refulado y vertido en condiciones sueltas y saturadas, contenidos por presas construidas con suelos naturales o con los mismos relaves. Debido a las características de los relaves y su método de depositación, las presas de relaves son, en general, vulnerables al fenómeno de falla por licuación, especialmente aquellas construidas mediante el método aguas arriba. La tasa de fallas de presas de relaves en los últimos 100 años se estima en 1.2%, para un inventario de 18401 minas en 2010 [1]. En particular, algunas fallas recientes de depósitos de relaves en Fundão (Brasil) en 2015 [2, 3], Cadia Valley (Australia) en 2018 [4], y Brumadinho (Brasil) en 2019 [5, 6] mostraron las deficiencias de procedimientos de diseño y gobernanza en relación al problema de la falla por licuación. Estas y otras fallas han resultados en números importantes de víctimas mortales e impactos ambientales considerables [7, 8, 9]. El procedimiento para evaluar la vulnerabilidad a la licuación propuesto pone a prueba la resiliencia de una presa mediante la aplicación de un conjunto de eventos deteriorantes y simulación de la propagación de la licuación como una falla progresiva en la que se emplea una extensión a 3D del modelo constitutivo Pastor-Zienkiewicz Modificado (MPZ). Los aportes originales de este trabajo de investigación son: i) la extensión al espacio tridimensional de tensiones del modelo MPZ; ii) su implementación numérica como un modelo de usuario en el software de elementos finitos Plaxis [10]; y iii) el desarrollo de un procedimiento de análisis de vulnerabilidad a licuación para presas de relaves. The study introduces a new approach to assess the flow liquefaction vulnerability of tailings dams using numerical simulation. Tailings dams store mining waste: the rock is crushed and subjected to mineral extraction processes while the residue, a mixture of water and rock flour, is hydraulically deposited and discharged in loose and saturated conditions, contained by dams built with natural soils or with the same tailings. Due to the characteristics of tailings and their method of deposition, tailings dams are, in general, vulnerable to the phenomenon of liquefaction failure, especially those built using the upstream method. The failure rate of tailings dams over the past 100 years is estimated at 1.2%, for an inventory of 18401 mines in 2010 [1]. In particular, some recent tailings deposit failures like Fundão (Brazil) in 2015 [2, 3], Cadia Valley (Australia) in 2018 [4], and Brumadinho (Brazil) in 2019 [5, 6] showed deficiencies in design and governance procedures concerning the problem of liquefaction failure. These and other failures have resulted in significant numbers of fatalities and considerable environmental impacts [7, 8, 9]. The proposed liquefaction vulnerability assessment procedure tests the resilience of a dam by simulating a set of deteriorating events and simulating the propagation of liquefaction as a progressive failure employing a 3D extension of the Modified Pastor-Zienkiewicz constitutive model (MPZ). The original contributions of this research work are: i) the extension to the three dimensional stress space of the MPZ model; ii) its numerical implementation as a user model in the finite element software Plaxis [10]; and (iii) the development of a procedure for analyzing the vulnerability of tailings dam to liquefaction.
