La aplicación de una política industrial ha sido desalentada de diversas maneras en los países de la periferia mundial, en particular a través de la difusión de ideas económicas de raíz liberal, así como, en caso de ser necesario, del uso de la fuerza. Es así que uno de los pioneros del industrialismo periférico, Friederich List, acuñara en 1841 la expresión “patear la escalera” para referirse a las ideas de Adam Smith y su papel en la disuasión de la aplicación de políticas industriales en países que, como Alemania o Estados Unidos, aspiraban a alcanzar lo que hoy llamaríamos desarrollo económico. A su vez, dichas ideas económicas de raíz liberal, explícitamente contrarias a la aplicación de políticas industriales en los países periféricos, fueron siendo refinadas con el tiempo, con un hito particular en el año 1890: la publicación del libro ‘Principios de Economía’, debido a Alfred Marshall, en el que se sintetiza la denominada “revolución marginalista” en economía y se llega a modificar la denominación de la disciplina, hasta ese momento llamada Economía Política. Esto es, se pretendió dar a los estudios económicos un carácter científico “puro”, más vinculado a las ciencias naturales, disociado de las demás ciencias sociales, incrementando con ello su poder de influencia en la definición de políticas económicas a nivel mundial, con énfasis en la posibilidad de desalentar la aplicación de políticas industriales en los países periféricos. Se constituyó desde entonces, con el surgimiento de la denominada Escuela Neoclásica, lo que en esta tesis se llama ‘ortodoxia económica’ o ‘corriente dominante’ en economía, la cual ha mantenido su preeminencia hasta nuestros días, a través de diversos procesos de asimilación de vertientes alternativas como el keynesianismo, la economía industrial, el institucionalismo y la misma tradición desarrollista. Así, para dar un correcto sustento epistemológico a la investigación, se parte de la crítica a la actual ‘corriente dominante’ en economía, tanto en términos teóricos como por los resultados de su aplicación en nuestro país, proponiendo en cambio un enfoque pluralista de dicha disciplina, que considera a la realidad como superior a la idea, y que por ello busca valerse de diferentes perspectivas para informar al diseño de las políticas que se requieren para promover el desarrollo industrial y tecnológico. En ese marco, se observa en particular un hecho significativo: las ‘políticas orientadas por misiones’, notoriamente relacionadas con la idea de ‘crecimiento desbalanceado’ debida a Albert Hirschman y enfocada en aportar elementos para el desarrollo industrial de los países periféricos (mayormente olvidada desde comienzos de la década de 1980 en la mayor parte de la producción académica a nivel mundial, en el contexto del “ocaso de la teoría económica del desarrollo”) fueron aplicadas desde la década de 1990 en países centrales para promover la innovación y el crecimiento económico, sólo reconociéndose recientemente la influencia del citado autor en dichas ideas, y explorándose su aplicación en el entorno periférico. Y, además, no contando dichas exploraciones con la política industrial en el núcleo de sus formulaciones. Así, la presente investigación se inscribe en los esfuerzos por “traer al desarrollo de vuelta a los estudios sobre desarrollo” -expresión debida a Andrew Fischer (2019)-, buscando a su vez hacer justicia a un autor relevante de la ‘etapa clásica’ de dichos estudios, como es Albert Hirschman, no sólo por distinguir la originalidad de uno de sus aportes principales, sino por considerar que dicho enfoque, si no se lo despoja de su sentido original, cuenta con un importante potencial para contribuir al desarrollo económico de un país como Argentina. Para ello, se propone una metodología alternativa a la actualmente vigente para el diseño de políticas orientadas por misiones (construidas a partir de los Objetivos de Desarrollo Sostenible de Naciones Unidas): su construcción a partir de la identificación previa de ‘vectores’, definidos como comunidades de práctica -unidas por lazos profesionales, afectivos, históricos, familiares y/o identitarios-, conformadas en torno a actividades que cumplan determinados criterios en relación a sus capacidades y potencial industrial/tecnológico y sus eslabonamientos productivos, así como a su impacto en la competitividad sistémica y en el desarrollo territorial nacional, entre otros. A su vez, se postula que resulta posible establecer, en el marco de dichos vectores, diferentes objetivos, misiones y proyectos que satisfagan al mismo tiempo la construcción de una agenda de desarrollo industrial y tecnológico, y la consideración de objetivos de tipo social y ambiental como los definidos por Naciones Unidas. Así, se explora en forma completa un caso práctico de aplicación llevado adelante en la Facultad de Ingeniería UBA en torno a uno de dichos vectores, el Naval, estableciendo un objetivo, una misión y un proyecto específicos que satisfacen los conceptos enunciados. A su vez, se enriquece dicho análisis tomando en cuenta determinados principios generales y condiciones de contorno en que las correspondientes políticas industriales y tecnológicas pudieran ser implementadas, tomando en cuenta factores como: las restricciones financieras, el papel del capital nacional y de la inversión extranjera directa, el mercado interno como ámbito de incubación de capacidades, el papel de las Pymes, y la relevancia del establecimiento de objetivos y plazos definidos en este tipo de políticas. Adicionalmente, se toma en cuenta y analiza, a los fines de la investigación, un conjunto de medidas de gobierno relacionadas con el vector Naval que podrían considerarse, a posteriori, como asociadas al concepto de políticas orientadas por misiones, y se consideran asimismo dos tándems adicionales ‘objetivo-misión-proyecto’, de menor alcance, referidos a otros dos vectores de desarrollo identificados para Argentina: el Nuclear y el Ferroviario. Por último, se toma en cuenta una experiencia de aplicación muy reciente en nuestro país, la elaboración del primer plan nacional de desarrollo industrial y tecnológico basado en el enfoque de misiones en el ámbito iberoamericano, que tuvo la virtud de asignar mayor protagonismo a la agenda industrial y tecnológica, pero cuya implementación se vio interrumpida meses después de su lanzamiento en el marco del cambio de autoridades nacionales. La existencia de dicha experiencia, aun cuando no se haya podido desplegar según lo previsto, resulta auspiciosa, máxime cuando, a diferencia de otras iniciativas con objetivos similares del Estado Nacional de los últimos lustros, buscó integrar las dimensiones industrial y tecnológica en sus formulaciones, además de contar con otras virtudes como, entre otras: la importancia que asigna a la manufactura y el correcto diagnóstico que realiza de los problemas económicos estructurales de nuestro país; contar con equipos interdisciplinarios y técnicamente sólidos en su elaboración e implementación; tener un enfoque más flexible y un énfasis mayor en la lógica de procesos y en la conformación de redes, en comparación con los denominados ‘plan-libro’, típicos de la planificación estatal previa a 1980. Sin embargo, entre otras oportunidades de mejora, en el marco de lo que Ha-Joon Chang a partir de una visión pluralista de la economía denomina “cóctel económico”, se observa que existe un elemento relevante ausente en dicha formulación, en particular, el que se constituye como central para esta tesis: los vectores de desarrollo, esto es, diferentes segmentos de la comunidad nacional, organizados para desplegar plenamente su potencial. Se concluye por último, no sólo en la oportunidad de establecer a dichos vectores como elementos ordenadores de una política industrial-tecnológica basada en el enfoque de misiones, sino también en el papel de la Universidad Pública para contribuir a su armonización y articulación, a su mejor interacción y vinculación con los estamentos del Estado en sus diferentes niveles, y a la mayor continuidad de las políticas de desarrollo. The implementation of industrial policy has been discouraged in various ways in peripheral countries, particularly through the spread of liberal-based economic ideas and, if necessary, through the use of force. Thus, in 1841, one of the pioneers of peripheral industrialism, Friedrich List, coined the expression "kicking the ladder" to refer to Adam Smith’s ideas and to his role in discouraging the implementation of industrial policies in countries that, like Germany and the United States, aspired to achieve what we would today call economic development. In turn, these liberal-based economic ideas, explicitly opposed to the implementation of industrial policies in peripheral countries, were refined over time, with a particular milestone in 1890: the publication of Alfred Marshall's book "Principles of Economics", which synthesizes the so-called "marginalist revolution" in economics and even changes the name of the discipline, until then known as Political Economy. That is, the aim was to give economic studies a "pure" scientific character, more closely linked to the natural sciences and dissociated from the other social sciences, thereby increasing their influence in shaping global economic policies, with an emphasis on discouraging the implementation of industrial policies in peripheral countries. Since then, with the emergence of the so-called Neoclassical School, what this thesis refers to as "economic orthodoxy" or "mainstream" in economics has been established, which has maintained its preeminence to this day through various processes of assimilation of alternative approaches such as Keynesianism, Industrial Economics, Institutionalism, and the Developmentalist tradition itself. Thus, to provide a proper epistemological foundation for the research, this thesis begins by criticizing the current "dominant current" in economics, both in theoretical terms and in terms of the results of its application in our country. Instead, we propose a pluralist approach to the discipline, which considers reality to be superior to ideas and therefore seeks to utilize different perspectives to inform the design of the policies required to promote industrial and technological development. Within this framework, one significant fact stands out: "mission-oriented policies," notoriously linked to the idea of "unbalanced growth" pioneered by Albert Hirschman and focused on providing elements for the industrial development of peripheral countries (largely forgotten since the early 1980s in most academic production worldwide, in the context of the "decline of development economic theory"), were applied in central countries since the 1990s to promote innovation and economic growth. Only recently has the aforementioned author's influence on these ideas been recognized and their application in peripheral environments been explored. Furthermore, these explorations do not include industrial policy at the core of their formulations. Thus, this research is part of the efforts to "bring development back into development studies" -a phrase coined by Andrew Fischer (2019)- and seeks to do justice to Albert Hirschman, a prominent author from the "classical era" of such studies, not only aiming to recognize the originality of one of his main contributions, but also because this approach, if not stripped of its original meaning, has significant potential to contribute to the economic development of a country like Argentina.
